I got a tattoo last summer....?

I have paw prints that wrap around my left leg and up my back leading to a panther in the middle of my shoulder blades. When I first get out of the shower, or any other time that my skin would be dry, I experience an intense itch. Why? I have had it for approximately one year. Should it not be healed by now? I have a smaller tattoo on my shoulder that also took a couple of years to stop itching. What can I do? My only relief is really good lotion.

A lot of people have a slight allergic reaction to black ink.
