how do you get to the island of turbulence with Lugia in Pokemon Silver Soul?

I tried and tried. If please help me!

Ok you must first have the Whirlpool HM, then after you beat the kimono girls they'll tell you head in the whirlwind of struggle Islands Lugia cons ... you need to have done before Lugia appears in the island!
